To analyze the success and effect of peacekeeping operations is important to the research of it.However,there are controversial opinions about how to determine the criteria.That is no doubt that some of the peacekeeping operations,such as United Nations Operations in Somalia II(UNOSOM II)and United Nations Assistance Mission for Rwanda(UNAMIR),have seen to be failed because of its major adverse events caused by its influence.However,the Macedonian group is known to be a successful peacekeeping force because of its obvious mission.Therefore,except the minority effective peacekeeping operations,most of the peacekeeping operations can't be directly divided into success or failure affairs.The environment and the mission of peacekeeping operations are different,and it is inappropriate and unrealistic to make a criterion applied to all peacekeeping operations.Besides,the different interests have people to make different evaluation conclusion.But there are still some common elements,such as the goal of protecting civilians,supervising non-fire,preventing conflict again,achieving the peace process,following the UN Charter and the three principles of peacekeeping,ect.It is a complex subject to discuss the successful factors of the peacekeeping operations.However,we hold the opinion that the great power are the key to success or failure of the peacekeeping operations under the frameworkof of UN mechanism.At present,power is Paramount in the global system,and there still are superpower gams under the institutional framework of the UN.But,the game is restricted by the UN mechanism,and it appeared non-direct-confrontation but the success or failure of the work of the UN.In general,the superpower games affect the success of peacekeeping operations in four aspects.firstly,the great powers affect the leadership of the peacekeeping.Secondly,the great powers depend on force.Thirdly,the great powers are keen to abusing of humanitarian intervention and protection.Fourth,Lacking of fair and correct political intent,the great powers tend to maintain their own strategic interests as the basic starting point.Therefore,as the carrier of the power,the great powers should not blindly change the power for the interests,but should shoulder their responsibilities.UN peacekeeping operations can't run without the member states,especially the support from the great powers.
