In November,2014,the revised and issued administrative procedure law incorporate the system of chief executive appearing in court in the administrative litigation.before that,many regions in our country have rich practical experiences which lack unified legislation specification.Many serious problems demand prompt solution.For example,the lack of specific definition of the scope of the case,the requirements of the court is not clear enough,the responsibility of lack of court is vague.our country is in the stage of comprehensively deepening reform and promoting law-based government and the country carries out the system of chief executives appearing in court in the administrative litigation,which has a great significance in the solving administrative disputes,promoting law-based administration of government,protecting legitimate interest of people,optimizing judicial and administrative environments.The paper has five parts.Chapter One describes the present situation and method.Chapter Two describes the basic situation of formalization of chief executive appearing in court system in the administrative litigation and the implement significance.In Chapter Three,introduces the current situation of the research on the system of chief executive appearing in court in the administrative litigation.In Chapter Four,analyzes the problems and causes in the operation of the system.In Chapter Five,combined with the practical experience,the paper puts forward suggestions to improve the formalization of chief executives appearing in court system in the administrative litigation.
