The Communist Youth League is the assistant and reserve force of our party, which is responsible for the political mission of stabilizing and expanding the masses of the masses of our party. The grassroots League organization is the guarantee of the Communist Youth League in all the fighting forces in the front line, shouldering the key mission of direct contact, guidance and service for the youth. Therefore, a basic work to the first organization to support and promote the group's creation and expansion work,grassroots organizations continued the scope of work, the real work to enhance its appeal and is a major task forces for convergence, under the background of the Communist Youth League organizations. Taking Chunan County of Zhejiang Province as an example,this paper analyzes the status quo of the construction of the grass roots League organization, analyzes its existing problems and reasons, and puts forward some corresponding countermeasures and suggestions.This paper will start from the theory of the Communist Youth League, carding,clarify the definition, the related regulations of grassroots organizations, grassroots organizations of the responsibility, work scope, basic working methods, under the principle of clear guidance, to build Chunan county organization at the present stage of practice analysis, summary analysis and source constraint problem the work carried out,and then to the county League as an example, developed in the new background,reasonable methods and measures of county-level organizations built. The text consists of five parts:The first part is a brief overview of the background of the selected topic and the value of the research, the literature review, the definition of the basic definition and the research route and means.The second part analyzes the three basic situation of grassroots organizations currently facing, namely the grassroots organizations build external facing complex situation, grassroots organizations groups show the development trend of diversification,and its development is facing new challenges; expounds four new situation and new requirements of grassroots organizations, respectively. Grassroots organizations service needs to adapt to the new needs of the majority of the members of the Communist Youth League, the work method of grassroots organizations need to adapt to the new era of change,grassroots organizations of the organization need to adapt to the social change in the new environment, the building of the contingent of cadres of grassroots organizations need to adapt to the new needs of cluster development.The actual situation of ChunanCounty, the third part explains the current organization of the Communist Youth League to build, to practice the County Communist Youth League as an example, analyses the basic situation, and members of the Youth League organization construction structure and development of the county organization work carried out.The fourth part focuses on the analysis of the problems and causes of the Communist Youth League organization construction in Chunan county. The main problems are: the target positioning is not accurate,the lack of organization innovation;organization is not perfect, the organizational structure is backward; organization operation is not standardized, the implementation of the work is not in place; the responsibility system is not clear, rights function is not obvious; funding is not in place,the influence and role play to carry out the activities of the organization. The main reasons are: the management concept is rigid; the rural youth outflow rate is high; the lack of guidance for young people.The fifth part, based on the analysis of the existing problems and reasons, puts forward the countermeasures and suggestions to optimize the construction of the basic level league organizations in Chunan county. Mainly include: clear the objectives, to fulfill its basic function, give full play to the role of grassroots organizations; strengthen team building, consolidate the organizational foundation, expand effective coverage;strengthen the youth ideological guidance, highlighting the role of organizations in the youth development; to strengthen the system construction, improve the assessment mechanism, ensure the organization in an orderly and efficient operation system; clear responsibilities. Innovative methods of work, to further improve the rights of young people; the establishment of long-term mechanism, increase the funds investment, for the organization of the activities carried out smoothly to provide material guarantee.
