As we all know,talent is founding,rich,power of the country.Since the founding of new China for more than 60 years,China’s talent construction and development achievements have become remarkable,has become a large human resources,all kinds of talent in the reform and opening up and modernization of the show,played a huge role.However,at present,there are still some places in the construction of the grassroots civil servants,and there are some stereotyped ideas on the use of talents.There are still some manifestations of talent growth in terms of personnel training.Leading to outstanding talent can not stand out,can not fully play a role,resulting in grass-roots civil servants move fast,unable to retain the phenomenon of talent.This paper analyzes the status quo of the grassroots civil servants ’talent structure,summarizes the current situation and characteristics of the grassroots civil servants’ flow,investigates the causes of the frequent flow of grassroots civil servants,and puts forward how to stabilize the grassroots civil servants through the investigation of the status quo of grassroots civil servants ’talent flow management and the relevant policies of the current situation of grassroots civil servants’ Talent team of countermeasures.The first part is the purpose and significance of the paper,the research ideas and research contents of the thesis,and the research methods and innovations of the thesis.The second part is mainly about the theory of the flow of the personnel flow management of civil servants.The fourth part is the analysis of the basic situation of the talent flow management of the grassroots civil servants in J city;the fourth part is the case analysis of the talent flow management of the grassroots civil servants in the D county of J city;the fifth part is the countermeasures to improve the management of the flow of talented people at the grassroots level;Six conclusions and prospects.
