The Evaluation Index System And The Construction Of Evaluation Standards And Application Of Beautiful Country

The evaluation index system and standard of the beautiful village should be the quantitative evaluation framework which is generated from the requirement of beautiful rural construction.It is of great significance.The evaluation index system of beautiful village is not merely the evaluation of the single index from the single benefit level but from the systematic level,including the ecological benefit,the economic benefit and the social benefit as a whole.Therefore,it is systematic and integrated in a certain degree.The paper points out the advantages and characteristics of evaluation index system of beautiful rural through the careful and in-depth study of relevant domestic and international theories.In addition,based on the theories of sustainable development,human settlements environment,ecological civilization and new rural construction,this paper starts from the four aspects of ecological economy,ecological society,ecological environment and ecological culture,with the principle of evaluation index system and standard construction,considering the existing research results and the relevant policies of the country,first establishes the development goals of the beautiful villages,initially defines the classification frame of the indicators,and then select the indicators repeatedly,and finally build a evaluation index system and standard of beautiful village,and use the index data collected in Xindian Town of Xiamen City to test the constructed index system and standard.This paper evaluates and ranks some villages in Xindian Town of Xiamen City through empirical test of the evaluation index system and standard,and analyzes the results of the evaluation.It is concluded that the construction of beautiful villages in Xindian Town Xiamen City has achieved great success,but there are still some problems,mainly reflecting in five aspects:ideological understanding;rural environmental remediation;participation of villagers;depth of planning;long-term management mechanism.It has put out some measures for the problem faced in the construction of beautiful villages,including raising the rural residents’ consciousness of beautiful rural construction,improving the rural environment with great effort,improving the participation of the villagers,enhancing the depth of rural planning,and establishing a long-term management mechanism.
