Research On The Management Of The Floating Population In The Urban Village By The Public Security Organs

Since the 30 years of China’s reform and opening up,economy and social undertaking have made remarkable achievements.With the accelerated development of industrialization and the rapid advance of urbanization,a large number of floating population flood into the cities.However,under the pressure of high housing prices and high consumption,the urban village’s rent located in the edge of the cities has became the main residence of the floating population gradually because of the cheap rent and lower living cost.The village housing floating population is one of the most important groups which was formed on the rapid development of economy in recent years,and it has a significant influence on our country’s economic development,social harmony and stability.The security of the floating population in the urban village has attracted the attention of our government widely,as to the public security organs,an important functional department on maintaining of social stability and economic development,how to perfect the management of floating population in urban village,a special group,is an important problem.This passage sets the special group,floating population in urban village,as the object of study,and adopts the combination of theory and empirical inquiry method.It explores the current problems and influences factors existing in the public security organs in the management by the status survey on the management of this group in Xiaoshan district of Hangzhou and diagnoses on the group’s demand of the management of the public security organ.At the same time,the comprehensive analysis of the United States,Japan,Europe and other developed countries,as well as the county level public security organs of the current situation of floating population management practice,summed up the successful experience can be used for reference and inspiration.On this basis,the paper finally puts forward six points to perfect village housing floating population management countermeasures and suggestions of China’s public security organs:First,focus on taking more measures to commit to implementing real-time registration information;Secondly,take up for the absence of management to the outside of the potential of the internal cohesion;Thirdly,change management philosophy,committed to improving the protection of rights and interests;Fourthly,improve the assessment approach,committed to strengthening the clear mechanism of rewards and punishments;Fifthly,develop police innovation as well as the effective integration of police resources;Lastly,improve the security system,which to adapt to changes in long-term management.There are two aspects of innovation in this paper:The first one,in the research object,this paper pays attention to the special object of the floating population;The second one is in the research angle,this thesis is not from the general government level to study the management of the floating population in the village,but from the perspective of the public security organs to study.
