| The accelerating pace of globalization has reconstructed the map of world politics and economics.The traditional diplomacy that states dominates,is changing in both form and content.City,as one of the most representative non-state actors,rises up to the front of international diplomacy stage.City diplomacy has enriched the contend and form of traditional diplomacy.City diplomacy served as the important tool in service of local development and the beneficial supplement of state’s overall diplomatic strategy.Wuhan kicked off city diplomacy after fixing concession and trading with foreigners in the end of the Qing Dynasty.This article reviews the history of Wuhan City Diplomacy in different periods,including the late Qing Dynasty,the Republic of China era,and the period after the funding,and then introduces the international strategies of Wuhan in the 21st Century,and points out the new opportunities that the Belt and Road and Yangtze River economic belt that brings to Wuhan.Wuhan grasped the important period of strategic opportunities by taking various practical actions in economic and cultural communication,the diplomacy of international organizations and Sister Cities,especially for the cooperation between Wuhan and France.However,we are keenly aware of rigorous challenges brought about by the ever sharpening competition as well as difficulties that may arise our road head.In consideration of the actual conditions,government should persist in upgrading the pace of optimizing the industrial structure and constructing new city diplomacy mechanism.Second,positioning and protecting the city brand on the base of local characteristics,use medium to foster a good and healthy city image.Finally,pursuing a proactive employment policy,ensure the fund and financing of city diplomacy in infrastructural construction.All of them will continue to flourish and yield more fruits in rejuvenating of Wuhan City in the days to come. |
