| As a typical representative of the welfare state,the establishment and development of social welfare system of Sweden has a profound political,economic and social background. After the World War Ⅱ, the social welfare system in Sweden has developed rapidly and the social security system has formally established at the same time, with the development of economic and social has generally presented positive interaction to social welfare system. This situation was known as "Swedish model" which has been highly praised in various countries. By the 1970s,the capitalist economy has appeared"stagflation" due to the two oil shocks, the negative effect of Sweden’s high social security welfare system has emerged stage by stage. Instead, the high welfare has gradually brought some restrictions on the development of social economy. Afterwards,the Swedish model was criticized as "the Swedish disease", the public have changed their attitudes toward the high welfare social security system. Meanwhile, the social welfare system of Sweden began to step into the reform period.More than 100 years of the development history of capitalism in Sweden tells us that the implementation of the Swedish social welfare facilities, is developed with the development of capitalist economy in Sweden, as well as the Swedish capitalist economic and class contradictions. After years of improvement and development,Sweden has formed a relatively perfect social security system. The current Swedish social security system mainly contains with the old-age security, medical insurance,unemployment insurance, basic living security, housing and education of security and social services and a series of welfare system. The various branches were formed into individual systems. The integration and connection are quite closer between each other so that create a "from cradle to grave" mode which provides the overall protection for national life. The main features of Swedish social security system are the widely coverage, high welfare and the largest fair, they represent the distinctive characteristics of the Swedish welfare state. And the existing generality and individuality can be found when it compared to the social welfare systems from other welfare states.For China, there are several significant references could be extracted from the progress and lessons of Swedish social welfare system reformation. Since more than 30 years of reform and opening up, the construction of social security system in our country had accomplished a lot, but still faces many realistic problems such as the treatment of urban and rural regional difference is too large, the overall level is not high enough, the management level is still at the low level and the arduous task of building the social security system. The construction of social security established "widely coverage, cover the basic, multi-level, sustainable" principle are basically suitable for China’s realistic national conditions and social security system, but also revealed the trend of scattered,therefore the fairness of the social security has attracted more attention from public.Social security system is a central pillar of building a harmonious society. The social issues only could be resolved and access to sustainable and healthy development when the social security system is adapted to the level of domestic social economic development. We need to have correct comprehension of the Swedish social welfare system, get rid of the drawbacks and shortcomings and absorb the beneficial ingredients,drawing on the experience of their development and the reality of our national conditions to help our country to get better improvement of the social security system with Chinese characteristics. What’s more, carrying out the wildly social work talents construction, and promoting the social construction with Chinese characteristics, embodying the concept of Scientific Development which can give assistance to promote the Chinese characteristics and reach the rapid achievement of the harmonious society. |
