The Study Of Social Organization Offering Rural Old-age Services

The rural areas in our country are experiencing a high-speed development period of aging.Along with the functional weakening of traditional home-based care,so to promote the development of social elderly care services in rural areas has been inevitable choice of China's aging undertaking.During the socialized process of rural old-age care services,the social organizations such as rural elderly associations,whose participation in offering old-age services for rural elderly has significant effects,which can make up the undersupply of old-age services and improve the life quality of elderly.Based on the aforementioned,this paper will take rural elderly associations in S town of Zhejiang province as examples to make empirical study about the old-age services offering situation of rural elderly association and the old peoples' cognition to elderly association and their evaluation of satisfaction to relevant old-age services as well as influence factors.The major content divide into the following four parts:First,define the conception of social organization,elderly association and old-age services.And then using theories,includes government failure theory,polycentric governance theory,welfare pluralism theory and social capital theory to explain the foundation.Further more,using theories of "rural differential pattern" and "bloc in-corporation" to illustrate how elderly associations can offer old-age services.Meanwhile,illustrate the practical evidences why social organizations can take part in offering old-age services.Reasons going to be that the rural elderly have multi-level needs for old-age services,family,government,market and other subjects have complementary functions in offering old-age services,and social organizations' participation in offering old-age services is based on the socialized development of old-age services.What's more,the social organizations such as rural elderly associations have high level of autonomy and capacity,which can create feasibility and advantages for offering old-age services.Second,based on field survey to elderly associations and deep interviews to the responsible old-people of the S town's elderly associations,this part aims to generalize the development situation of the elderly associations on one hand,and on the other hand to state the types of old-age services,which mainly contains life care,cultural and recreational activities,spiritual concern.And make a further to analyze the old-age services function of elderly associations and their plights of.The main functions include improving life quality of rural elderly,and enriching the spiritual need of old-age services as well as making up the short supply of government and market,and meeting the differentiated need of old-age services of rural elderly.Meanwhile,the plights of offering old-age services are the deficiency of expenditure and the short of services ability and initiative of the elderly association staffs.Third,classify the surveyed elderly associations into three categories,and then use descriptive statistic to describe respondents' cognition to elderly association and their evaluation of satisfaction to life care,cultural and recreational activities,spiritual concern,rights protection and so on.As the statistical result shows,rural elderly generally think that the elderly association mainly offering part of old-age life care and cultural and recreational activities,barely with medical care and rights protection.What's more,rural elderly are highly satisfied with such recreational activities.Finally,to solve the problems of rural association's taking part in offering old-age services,the final part give suggestion from three subjects,such as government,elderly association and social group.Government should lay emphasis on policy guidance and promote the elderly association to advance autonomy.Rural elderly association should integrate services resources and enhance the level of old-age services supply.Social group should take active part in and motivate the initiation of rural elites.In addition,during the process of developing rural elderly association,when taking the needs and satisfaction of old people's old-age services into consideration,the thesis give following suggestion:lay emphasis on the variety of rural old-age services,and manifest the recreation function;develop the potential of social capital of rural elderly,and rally support from different sectors of society;stimulate the rural old-people's subjective,and encourage them take part in services management.
