The report of the 17th National Congress of the Communist Party of China proposed that we should establish and improve the social management pattern of leadership, government responsibility, social cooperation and public participation. The 18th National Congress of the Communist Party of China called for the promotion of community governance and the participation of the citizens in the fundamental role of social management. The Third Plenary Session of the Eighteenth Central Committee put forward the concept of social governance for the first time, and social management became the core topic of concern to the government and scholars. In addition, eighteen Third Plenary Session of the Party,also proposed "to promote national governance systems and governance modernization"strategic task to build a sound management system to ensure that governance is in line with modern development. In the process of rural and urban community development, we must ensure that the citizens play an important role, not only to achieve self-management,but also to achieve self-service, while achieving self-education and self-monitoring purposes.From the "social management" to "social governance", from a single management part to the diversification of the main part of the process, the party and the state of social governance have given a high degree of attention. at the same time, citizens involved in social governance Play a social synergy to create a favorable policy environment. Social organization as one of the main part of governance, the government attaches particular importance to its development. The development of social organization is conducive to play the role of social coordination, to break this "big government and small society"situation, a harmonious society to build a strong promoter. And the current development of community social organizations varies. Under the call of "three associations ", various social organizations in the community mushroomed, the number and quality have greatly improved for the grassroots public service structure to upgrade the vitality. At the sametime, however, from the perspective of community social organizations, there are problems in terms of personnel composition, funding sources, organizational structure, orbusiness areas and working methods, which greatly weaken the social organization’svitality. Innovation of community social organizations sustainable development, frommicro-autonomy to the joint autonomy is the reality of the need to develop.The cultivation and development of community social organizations need toexperience from micro-autonomy to joint autonomy in order to effectively integrate resources, increase the coverage of community services, strengthen community governance, and mobilize the enthusiasm of community residents. How to realize the transformation from micro-autonomy to joint autonomy has become an important subject of social organization construction. From Liuhe community residents’ self-management alliance, this paper introduces the general situation of micro-autonomy in Liuhe community, which mainly includes three aspects: one is the low degree of recognition of micro-community, Is the lack of horizontal experience between the micro-community exchange; third is the lack of resources, micro-community power shortage; Fourth, the community leaders are fragmented, with not close. In view of these problems, Liuhe community united together, the establishment of Liuhe community residents autonomous coalition, to improve the effectiveness of community governance in the development of the Union. This paper hopes to introduce the conclusion and thinking of the advanced experience of Liuhe community association and discuss the problems that still exist,which can promote the sustainable development of Liuhe community’s mass organizations and make it more for other community social community ,and provide an effective reference for the development and development of community communities. |
