Research On Communication Mechanism Between Local Government And Media In Public Crisis Management

Since the reform and opening up,China has created a miracle,"the world's second largest economy," but in social transformation into the deep water areas and crucial period of today,the field of prominent social conflicts,various public emergencies occur frequently,crisis has become China opportunities to upgrade an unavoidable reality.Especially with the development of economic globalization and Internet technology,modern public crisis because of its covers a wide range,is related to the vital interests of the public,as well as the impact of a huge and extraordinarily important.In our system of government reform,from a critical period of management-oriented government to a service-oriented government of change,how to respond timely and proper handling of public crisis,it is placed in front of the local government an important issue,but also a test of the government's ability to govern an important indicator.The Government as a public affairs manager and public service providers,bear the maximum control and reduce the social impact of the crisis on the public and the public caused by the main responsibility,but in the new media emerging today,the government unilateral power alone is difficult to achieve rapid disposal of public crisis,because the media as a carrier of information dissemination,especially the new media has become one of the main sources of public access to information,public crisis of crisis early warning,information transmission,to guide public opinion plays an important role,it is common crisis management communication between the Government and the media is particularly important,effective interaction and transmission of information between the two has become an important means to defuse public crises.Based on this,on public crisis management communication mechanism between the Government and the media for the study,the introduction of public management,crisis management and journalism theory,in previous studies based on the results,try to analyze local government and basic media communication problems and causes,proposed the idea to build the Public Crisis Management Strategies Local Government and media communication mechanisms to compensate for the lack of stage local government public crisis management communication with the media exist fundamentally.Contents of this paper are as follows: First,on the basis of defined media and crisis on the proposed content and features public crisis;analysis of public crisis management connotation,purpose,principles and the like period;local governments by clarifying crisis communication and public connotation,deep-seated local government and the media discussed the importance of crisis communication and principles.Secondly,the public crisis management in local government and the media to communicate the theoretical analysis,mainly in the analysis of public crisis management of local government and the media on their respective responsibilities and role,focusing on the Public Crisis Management of Local Government and media communication features,mode,processes and policies.Again,combining public crisis cases occurred in recent years,Shanghai Baoshan District,interactive public crisis management from the Local Government and media information communication problems of perspective,and then from the ideological,mechanisms and safeguards level analysis of the root problem lies.Finally,according to the analysis results of the local government public crisis management and media communication problems and reasons,try to put forward countermeasures from thinking,mechanisms,and security and other dimensions.
