Civil servants,as the implementer of the government functions,shoulder an important historical mission and responsibility in deepening comprehensive reform.However,Currently some civil servants fail to do their jobs or perform their duty at low pace which not only causes damage to the government image and credibility as well as the interests of the public but affects the implementation of the party and the state policies affect with less effectiveness.The phenomena has caused the extensive public concern.The leaders of the Central Committee of CPC put great emphasis on strengthening the management of civil servants and punishment of misconduct.The research and study of the according policies present practical benefits for maintaining a good image of the party and the nation,and enhancing the government credibility.In this way,the government can perform its duty for serving the public and safeguarding the interest of its people.This article analyses the causes through the phenomena of public servants’ neglect of duty and based on the study of different solutions from home and abroad,puts forward some specific suggestions.The full text is divided into four parts.In the first part,the research background and significance is elaborated.Then the article discusses the present findings from home and abroad as references and demonstrates the research method,innovative points as well as the definitions of neglect of duty of civil servants.The second part mainly expounds the phenomena and damage that the dereliction of duty may cause.Based on the analysis,there are four different kinds of phenomena summarized: the civil servants are pretending to perform the duty,unwilling to perform the duty,weak in performing the duty or afraid to perform the duty.Then the article explains the according impact on the state,society,and the people.The third part further analyses the causes of civil servants’ nonfeasance in four aspects: the service awareness,the mechanism of appointing and selecting talents,theincentive mechanism and the external supervision mechanism.In the fourth part,the author,based on the analysis of the causes of civil servants’ nonfeasance,proposes the according countermeasures and suggestions on two aspects:the intrinsic motivation drive and the external supervision and constraint respectively.On one hand,the intrinsic motivation drive should be strengthened in five aspects:work philosophy,the ability to perform one’s duty,working atmosphere,the cadre selection system and incentive mechanism.On the other hand,further improvement of the external supervision mechanism should be achieved.What’s more we should also improve the system of performance appraisal,promotion mechanism,the internal and external supervision mechanism,the administrative accountability system and set up the government authority and obligation scientifically so as to further promote the reform and improvement of the civil servants’ management system in our country,encourage civil servants to adapt to the new normal,and finally promote the sound development of the CPC and national business.
