Research On The Work Pattern Of "Great Mass Organization" Of The Old Industrial City Under The New Normal

As an important bridge and link between the party's and the masses,mass organizations have played an irreplaceable important role in the different historical period of the Chinese communist party,but with the deepening of the reform,the problems caused by the changes in the social realm,such as social groups accelerate stratification,diversified value orientation,interest demands complicated,individuality demand diversity and so on.Mass organizations made some beneficial explorations and attempts,and under the premise of the existing work pattern unchanged,they did some "fine-tuning",but practice has proved that with the same working system and working pattern,the way of "fine-tuning" couldn't completely solve the substantial challenges brought by the social realm changes,if mass organizations want transformation and upgrading,both the working system and working pattern need comprehensive reforms.In February 2015,the central committee of the communist party of China issued "the opinions about strengthening and improving the work of mass organization of the Chinese communist party",a clear request is,the work of mass organization need to adapt to the party's central task and the grass-roots work,mass work needs,reform and organ organization setup improvement,management mode,operation mechanism,fully reflect the political,mass characteristics,and prevent the governmental,entertainment tendency,in this paper,the"great mass organization" work pattern as the object of study and innovation exploration cluster organization transition upgrade paths,restructuring and development of cluster organization has certain practical significance.The main research of this paper is how to construct the "great mass organization" working pattern of the old industrial cities under the new normal conditions.In this paper,the literature search method and case analysis method are used to construct the " great mass organization " work pattern,take the mass organizations of Zigong City as the research object,the present situation and existing problems of the construction of " great mass organization " in Zigong city are analyzed in depth,the combination of public management theory,the domestic research achievements of other provinces and cities in the cluster work experience,put forward some countermeasures and suggestions on the construction of "great mass organization " work pattern in Zigong city.In this paper with particular emphasis on the "great mass organization" work pattern is a cluster organization of a self innovation,rather than superficial"fine-tuning",the reform methods from bottom to top,exploration is a completely broken at this stage cluster working system,working pattern,even break has been cluster organization set up a whole reform ideas.Countermeasures and suggestions are proposed in this paper on the key lies in the integration of mass organizations for the mass organization.At the end of this paper,combined with relevant case series,other provinces and cities reform experience and the theory of public management,put forward the construction of " great mass organization " work pattern,realize the cluster transformation and upgrading of the measures,namely cluster organizations to administrative institutions,flat,personnel structure diversification,the cluster service platform,cluster brand of settings...
