A Study On Normalization Of Environmental Administrative Accountability In Our Country

Environmental administrative accountability is getting more and more attention under the current serious environmental situation.Owning to lack of the relevant theoretical research of administrative accountability,environmental administrative accountability system construction is still in the infant stage,and in practice there are a large number of non-standard phenomena.This paper is dedicated to there search of normalization of the environmental administrative accountability,summarizing the present situation and problems of environmental administration accountability in our country,from the connotation of normalization of environmental administrative accountability to the establishment of the relevant laws and regulations and the system settings,analyzing the cause and put forward the improvement of the corresponding suggestion,in order to realize the normalization of environmental administration accountability in our country.The main body of this paper consists of three parts.First part :It is a definition and analysis of the concept of environmental administrative accountability and the connotation of environmental administration accountability in our country.It's thought that the environmental administrative accountability is an institutionalized process.The exercise of public power is responsible for all the decisions behavior and behavior results through the accountability.The normalization of the environmental administrative accountability connotation includes the completion of five elements: the subject,the object,the scope,the procedures and the responsibility forms,and the formulation and implementation of system,supervising the whole operation process at a reasonable way.Second part: It gives empirical analysis on the practice of our country's environment administration accountability through cases and data,finds the existing problems:dislocation of accountability object,unified of accountability standards,imbalance of accountability results,chaos in the comeback mechanism.And find out the key reason for the problems :environmental administrative accountability formalization,the lack of related laws and regulations as well as the defective of the accountability system,such as the incomprehensive of accountability subject,unreasonable scope of accountability,insufficient accountability program and chaos of accountability results.Third part :On the basis of the reflection of the above reasons,it puts forward the counter measures of environment administration accountability normalization from the perfect accountability laws and regulations,unified accountability startup situation,explicit accountability object,refine accountability procedures improvement of the relevant systems of the accountability mechanism,optimization of accountability,etc.Nowadays,environmental issues happen frequently in our country.The environmental problems need to be solved and the normalization of environmental administrative accountability system is the trend.The purpose of this paper is to put forward some perfect proposals on the normalization of the environment administration accountability,from clear responsibility joint liability of party and government,return mechanism and the optimization of relevant systems and promote the standardization of the environmental administrative accountability through the analysis of the current of environment administration accountability of nonstandard phenomenon and the cause of this mess.
