Study On Capacity Building Of The Fire Control And Emergency Rescue For Public Security In Nanchang Economic And Technological Development Zone

In recent years,people have witnessed frequent occurrence of varying natural disasters、outburst of public affairs、accidents and catastrophes in China,bringing emergency relief issue to the public‘s attention.Enhancing the team building of communal emergency relief and the level of public security has become a major part of government’s public service and administrative function.Firefighting force,one of the forces of the People‘s Armed Force and also an important functioning department of public security organ,is responsible for protecting public security and conducting firefighting,so establishing a professional and military fire department has been a critical issue.On August 31 st 2010,with the support of the fire department in the Xinyu city of Jiangxi Province,the newly founded emergency relief detachment now has officially come into forces,which symbolizes the dominant role fire troops play in emergency relief and also raises the standard for emergency relief in Jiangxi Province,thus making the issue of setting up a professional and comprehensive emergency relief with quick response urgent to be addressed.The thesis points out the advantages offered by the firefighting force as the main force for communal emergency relief from the perspective of the Public Administration,using documentation method、comparative research method and empirical research method.the current situation of firefighting force for public security in Nanchang Economic and Technological Development Zone of Jiangxi Province is analyzed to propose some evaluation approaches for measuring the capacity of the fire control and emergency rescue for public security,which are grounded in the overall frame constructed for emergency rescue capacity,and dissect the following issues: unsound laws and regulations system、 to-be-enhanced predetermined planning,exercising,commanding and coordinating abilities、 linkage mechanism and information platform still to be accomplished、lack of staffing and their quality、shortage of funding and expenditure for facilities and etc.In light of that,this paper also makes suggestions to elevate the capacity for fire control and emergency rescue for public security in Jiangxi Province which includes developing improving the related laws and regulations、perfecting the educational training system、upgrading the team construction of the police force、 strengthening the emergency rescue training and drilling、 setting up platform for unified commanding、 improving emergency linkage mechanism 、reinforcing the personnel management and increasing funding and expenditure for materials and facilities.
