Undoubtedly,the rising of Internet exerts significant influence on our society.Since Internet has been spread all over the world,it has been applied in daily life more frequently owing to its convenience and variety of information,therefore,the Internet has become a kind of addiction to human beings.Currently,public prefer to instantly express their emotion,suggestion and attitude on popular issues via Internet,thus,such network public opinion has placed ordinary way for public to discuss the politics.However,emergence of network public opinion really brings new problems and challenges to our party and government.If government could not lead network public opinion right,the consequence may results in misunderstanding of public,and then government officers will be hard to do their work because public credibility and government image has been harmed.The problem is linked to the safety and stability of society,and also good question on how people use Internet right.That is reason why the issue that how government lead network public opinion should be analyzed.The network public opinion has the characteristics of subject concealment,sudden occurrence,extensive source and so on.When the network of public opinion occurs,all levels of government should grasp its characteristics,closely link to the formation of the network public outbreak and extinction,the rationally use of mass communication theory,crisis management theory,public governance theory,in this way,the network public opinion may be guided well.This article comprehensively expounds the present situation and existing problems of public opinion guidance work of our government recently,and also introduces the comparative analysis of other government's management method.In general,the lack of attention to the network of public opinion and the shortage of development on relevant rules is the main cause of the problem;on the other hand,the successful experience of other countries also means that construction on relevant rules and safeguard measures is useful method to strengthen the government to guide the network public opinion,meanwhile,increasing the inputs on relevant human,financial and technical resources is vital.Therefore,this paper puts forward the innovative principles and basic countermeasures from the aspects of governance idea,guidance mechanism and guarantee mechanism,which provides a practical reference for effectively strengthening the guidance work of public opinion in our country's government network in view of the shortcomings of our current network public opinion guidance.
