The Shangsi County Urban Shanty Towns Transform Government Management Study

In recent years,with the development of our economy,the scale of towns is expanding quickly.With the development of urbanization,urban shantytowns are built in a special area between new urban district and the old area of city because new urban district construction is thriving and the investment and attention of old community is greatly reduced.Therefore,local governments actively promote urban shantytowns into new housing areas,and from the mid-1980 began the implementation of the revitalization of the northeast strategy,turn shantytowns into new housing areas,transformation scope expanding gradually,over the years,various provinces and cities shantytowns into new housing areas has obtained certain result,solve the urban low-income groups the most direct,the most realistic and urgent housing housing problem,the government popular project.At the same time,the relevant government departments are constantly exploring new management methods and methods in order to better solve the problems in the urbanization process.But there are still many areas where shantytowns have become new housing sectors because of the blockages.The renovation of shantytown is a significant and important contribution to the development of the city.However,as the main body of the government management process of resettlement residents,department coordination,government departments and public interest integration,such as conflict,often management is quite a headache for the government.So how to deal with the problems appeared in the shanty towns transformation process,how to realize thepublic interests and public interests,the combination of how to change the "lose-lose " really,really,organization,coordination,management and supervision of the heart? Only government adhere to the "people-oriented " in the process of management,harmonious management,ease the public interests,the social development and improve people’s livelihood,turn shantytowns into new housing areas more.County is an important part of the city.Currently,the urban shantytowns transformation was basically completed,combined with the central government put forward the requirements of the change of government functions,a new shantytown transformation standard and system environment,from the beibu gulf economic zone,this paper focuses on the county government in shanty towns transformation management problems,so this article focus on the study of the problems of the shanty towns transformation management,use of public services,new urbanization,the theory of project management theory to the county of Guangxi coastal cities in research,project follow-up and system analysis.In view of effect and experience of the coastal city county in shantytowns transformation and the existing problems,the government in the county turns shantytowns into new housing areas management countermeasures how to promote the urbanization process in China,and this will provide reference and ideas for other area.
