Study On The Regulation Of Internet Rumors By Public Security Organs

With the rapid development and progress of Internet in recent years,the emergence of Internet rumors also will be normalized.As a public security organ to maintain the social order who has the responsibility to protect the Internet security,regulations on rumor has become the daily work of the public security organs.But because of the late start of this work,the research on this field is still not enough.This paper summarizes the relevant data from the public security organs of A Province from 2013 to 2015,and analyzes from three aspects.First,the quantity of Internet rumor information is rising,the content of Internet rumors involves more and more widely,microblog is still the principal way of releasing the rumors,and the rumors’ multimedia features become increasingly evident.Second,on the perspective of subject releasing rumors,young men are the primary groups,the motivation of posting rumors on Internet is to carry out risk warning or safety warning.Third,on the aspect of punishment,the only penalty carried out by A province’s public security organs is administrative penalties,which is lighter from the over all perspective.This paper found that,there are four problems in the present work on the control of Internet rumors by the public security organs: First,the definition of the Internet rumors easily leads to controversy;Second,the management and control is a way of modelling;Third,the difference in the penalty carried out on different groups of releasing persons is obvious;Fourth,the final social effect is unsatisfactory.This paper argues that the above problems are mainly due to the lack of credibility of the public security organs,the imperfect legal system,the weak awareness of legal knowledge of netizens,and so on.In the end,the paper arises a clear strategy on how the public security organs improve the control of Internet rumor information.On the perspective of legal regulation,we should continue to adapt to the latest development of the Internet,promoting the legislation;on the perspective of public security organs,we need to start from the strengthening of credibility,enhance of the technical capacity,innovation and other aspects of the Internet social work model,constantly making up for lack of work to ensure law enforcement accurately and effectively.
