Study On The Party’s Ruling Ability Construction In The Context Of The Modernization Of National Governance Capacity

The third plenary session of the 18 th Central Committee of the CPC put forward promote modernization of national governance capacity,and regarded it as the goal of the comprehensively deepening reform.Standing on a new historical starting point,facing Two Centenary Goals,and grasping the situation on the basis of national conditions,the CPC took the modernization of state governance as the overall goal of comprehensively deepening reform,manifesting that the CPC has a new understanding of the law of national governance,and also has a more urgent desire to improve the way of national governance at a new period of reform and opening up.The CPC is not only the leader of the Cause of Socialism with Chinese Characteristics,but also the core leadership of promoting modernization of national governance capacity.To construct the CPC ’s ruling ability is a everlasting issue since it was put forward.There is a strong relationship between the them.It’s important to strengthen the construction of the Party’s ruling ability and to boost the new great project of Party building in the context of the modernization of national governance capacity.It has great significance to the realize the great rejuvenation of the Chinese nation and the Chinese dream.This paper is consists of four parts:Firstly,the paper points out the basic conception of modernization of national governance capacity and construction of Party ’s ruling ability,then explains the relationship between them.Secondly,the paper raises the modernization of national governance capacity’s new requirements on “how to improve the CPC’s ruling ability”,it’s an innovation point of this article.Thirdly,by analyzing the importance and urgency of the present status of construction achievements,the paper puts forward the major problems existing in the construction of ability of administration of CPC.At last,according to the main problems,the article puts forward the goals of the construction of Party ’s ruling ability and the path to improve the Party’s ruling ability in the context of the modernization of national governance.
