Research On International Law Processing Mechanism To Transboundary River Pollution

With the speeding up of the integration of the world, the global environmental problems also gradually exposed. Each country often even invade other countries' environment for the sake of their own interests. The liquidity of river makes cross-border river pollution serious. Due to the position of country is different, the agreement could not to be gotten in the river pollution disputes, this is not only the influence of the national political and economic situation, but also because does not have a unified international standard as a guide, make the incompatibility serious, the international situation is increasingly tense. In order to solve the problem of cross-border river pollution, this paper takes "the mechanism of cross-border river pollution of international law" as the research object, analyzes the related concepts of cross-border river pollution and the existing of pollution prevention and control measures, understand the question of pollution, and put forward the corresponding solutions for the problem. Specifically, this paper is divided into the following several parts:The first chapter is the introduction of the article, mainly introduced the research background and significance of this article, domestic and foreign research status, the innovations and shortcomings in this paper. Transboundary rivers pollution processing mechanism is in the current international law of transboundary rivers on the premise of the pollution problem,which has great realistic and theoretical significance, the current research and related resources on this problem is not much,so we need to focus on related data analysis and mining, lay a theoretical foundation for this article.The second chapter is the general theory of cross-border river pollution, analyzed the concept of transboundary rivers and conclude on the basis of international law;Analysis of the concept of cross-border river pollution, types and characteristics, only fully understand the relevant concepts,We can summarized on according to its characteristics, analyze the pollution condition and put forward the opinions.The third chapter is the handing mechanism of transboundary rivers pollution with the international law, describes the current existing rules of international law's handling of cross-border river pollution.The protection of corresponding system and pollution prevention and control institutions are introduced, which can learn the causes of deficiency of the existing mechanism, so as to suit the remedy to the case of the improvement measures.The fourth chapter is the theory and practice of international legislation of transboundary rivers in our country.Which were introduced the basic principles of international legislation at first, and points out our cross-border rivers legislation problems in practical operation, the last,put forward the corresponding countermeasures and suggestions from the Angle of practice.
