Study On The Cooperation Of Informationpublishing Of Local Government Affairs Weibo During The Emergency

Government affairs Weibo is instant, convenient, open, which plays an irreplaceable role in dealing with emergency, guiding public opinion and gathering social resource.Hence, it has been becoming an important information-publishing platform to the government. It requires cooperation among multiple sectors for the response to emergency, in terms of avoiding inter-sectoral conflict, enhancing the effectiveness of emergency decisions and bringing down emergency losses. In order to study the cooperation of information-publishing of local government affairs Weibo during public emergency, the paper takes Tianjin Port explosion as research case and 62 municipal level public affairs Weibo in Tianjin as research objectives. Through the analysis of the cooperation of information-publishing of local governance affairs weibo during Tianjin Port explosion, the paper concludes some problems and provides some suggestions,which offers scientific guidelines to government to deal with emergency cases in more proper ways and guide public opinion online correctly.Through literature review, the paper summarizes that there are many characters of the information-publishing of government affairs weibo during the emergency, including instant, authoritative, periodicity, cyclical and so on, and the synergistic factors are consists of mutually concerned, first response time, agenda setting, interactivity and so forth. By adopting social network analysis method, this paper analyzes network density,centrality, sub-groups and structural holes of mutually concerned network and interaction network. Meanwhile, it introduces content analysis method to analyze first response status, agenda setting, and the interactive issues of government affairs Weibo during Tianjin Port explosion. The statistic demonstrates that local government affairs Weibo is of high centralization. The first response is inefficient and the agenda setting is unscientific during emergency. Also, the information dissemination is over-reliance on the central Weibo. Besides, it requires to enhance the mutually concerned between different government affairs weibo and the interactive awareness among them. Therefore,the paper comes up with the following recommendations. First of all, government affairs Weibo should pay more attention to each other, forming a tight network.Governmentrequires to improve supervision and perfect net forewarning mechanism. Then, it is necessary to enhance cooperation among different departments, and thereby improve communication capability and explanatory power. After that, it is important to set proper agenda and propose effective interaction strategies in terms of enhancing the combination between information disclosure and public opinion guide. Finally, it is crucial to improve the communication and negotiation among different departments,medias and opinion leaders, in order to construct collaborative network and enhancing the effectiveness and efficiency of cooperation.
