A Study On China's Comprehensively Deepening Reform And Innovation Of The Administrative Review And Approval System

The administrative review and approval system in China is a distinctive system to adjust the relation of the government to the market.The central and local governments have been strengthening their efforts in the comprehensively deepening reform and innovation of the administrative review and approval system since the opening of 18th CPC National Congress.Research institutions at all levels enhance their research on the problems such as how to reform conforming to the market economy development and accordingly offer many proposals on scientization and rationalization.Besides,governments at all levels explore and formulate a large number of reform policies and measures to guarantee a better efficiency.Haikou,as the provincial capital of Hainan China and the international tourism island,is at the forefront of reform.In the past three years,its government made a distinguished achievement in the practice and exploration of reforming the administrative review and approval system,but exposed some problems and difficulties as well.Through comparing and analyzing the relevant literature on the system reform across the nation,it is easy to find out what problems Haikou government meets in the process of the system reform are extremely similar to the other local governments.Moreover,the problems the Haikou's government met are typical to some extent.Based on the relation of the socialist market economy to the administrative review and approval system,this thesis is going to discuss the principle and ideology behind the comprehensively deepening system reform by analyzing the characteristics of that system in the planned economy era and the challenge as the market economy facing the old system.In addition,under the circumstance of the nationwide exploration and practice in deepening the system reform,taking Haikou the provincial capital of Hainan China as an example,this thesis will analyze Haikou's current situation of reform,clarify the existing problems in the process of its reform,dissect the causes of the problems and specifically put forward the Chinese path choice of the comprehensively deepening reform and innovation of the administrative review and approval system.Through the specific research,this thesis aims to offer a new perspective to theoretically and systematically study both the central and local governments' reform of the administrative review and approval system,enrich the present research on this system reform,provide the Haikou's system reform with strategy and thinking pattern and provide the other local governments with valuable experience in promoting the system reform.
