Research On Environmental Education Legislation In Guizhou Province

The existence of environmental problems all the time restricts the development in the society and economic.Nowadays,environment becomes more and more bad,it is very difficult to how to protect and improve the survival condition of our human.At present,people are concerned about the environmental issues,as a low investment and sustainable environmental governance tools,environmental education in public plays an important role in environmental protection.Less environmental awareness in public causes to environmental problems,which has not been effectively resolved.To solve environmental problems from the source,environmental education has become an important choice.As a public service,environmental protection is closely related to everyone.Ultimately,the goal of environmental education is to achieve to promote public awareness,spontaneously join in the enthusiasm of the cause of the environment.The purpose of environmental education is to enhance environmental awareness in the whole society.Environmental protection should take education as first,the practice of environmental education not only make universal knowledge of environmental protection increase,but also is conducive to establish a correct view of the environment.Due to the unbalanced economic development between the various regions in Guizhou Province,the ecological environment is seriously damaged.In order to solve the environmental problems and strengthen the ecological civilization education,some scholars in Guizhou Province are concerned about environmental education legislation.Environmental education in Guizhou Province is an important way to improve and protect the ecological environment.National environmental education legislation in China is still blank,environmental education only comes in the environmental protection laws and regulations,which they have been involved in the environmental education as a booster of environmental protection,environmental education needs to join in the legal system.Many countriesin the world have carried out special legislation on environmental education,and the international environment has provided assistance to the legislation of environmental education in Guizhou Province.Ningxia,Tianjin in China create a precedent for local environmental education legislation,the current environmental education legislation is a trend.The research of environmental education legislation in China mainly focuses on the comparative study of the national laws of environmental education legislation in the world.There is little research about a place on the local environmental education legislation in China.From the regional perspective,the thesis explore environmental education legislation,on the one hand,it enrichs the environmental education theory research results for environmental education legislation practice on the national level;on the other hand,it strengthens the construction of ecological civilization and solves the existing problems of environmental education in Guizhou Province,which promotes to make the Environmental Education Ordinance,which carries out environmental education in the rule of law.This dissertation chooses the legislation of environmental education in Guizhou province as the research object,which mainly adopts three kinds of research methods,including literature research,comparative analysis and systematic analysis.This thesis consists of five chapters except the introduction and conclusion,there are the main four parts.As the first chapter,it introduces background of the research,significance,literature review and research methods.The main body of the article begins from the second chapter,it introduces connotation and the production and development of environmental education,the origin and connotation of environmental education is understood,which help to grasp better the content of environmental education.The third chapter focuses on the necessity and feasibility of the legislation of environmental education in Guizhou province.This paper analyzes the necessity of legislation of environmental education in Guizhou from the aspects of solving the environmental problems,standardizing and protecting the environment education and achieving the sustainable development of economy in Guizhou.From formation thebasic legislation of environmental education legislation,strong economic and social basic in Guizhou province and practical condition on legislation,environmental education legislation in Guizhou province is feasible.The fourth chapter of the article introduces the practice of environmental education legislation in the United States,Japan and Brazil,the practice of environmental education legislation in Ningxia,Tianjin and Luoyang in our country,and summarizes the beneficial experiences by comparing the environmental education legislation.As a less developed provinces in western,combined with the actual environment education in Guizhou province,environmental education legislation is to promote the national level of environmental education legislation from bottom to top.The five chapter of the article put forward the guiding ideology and basic principles of the Regulations of Environmental Education in Guizhou province.At the same time,it puts forward the basic systems of environmental education that should be set up in Guizhou province,including environmental education management system,environmental education evaluation system,and environmental education training system as well as environmental education supervision system.In addition,the legal responsibility of the Environmental Education Ordinance of Guizhou Province is analyzed.To sum up,the foundation of environmental education is fine,environmental education legislation conditions become mature.
