A Government Management Function Study For Overseas Chinese Enterprises Employees Security Risks Prevention

With the implementation of Going-out strategy and Belt & Road construction,Chinese enterprises are picking up the pace in going global and driving increasing Chinese citizens working abroad.While at the same time,all kinds of security risks threat the property and life safety of the overseas Chinese enterprises employees.Focusing on emergency theory,emergency management theory and other related theories and methods,using literature research and case study method,combined with government regulation function,early warming function and security function,this article first analyzes the industry distribution of the overseas Chinese enterprises mainly in service,manufacturing and mining,countries and regions widely distributed but not balanced,security risks occurrence area can be divided into high risk,risk and safety three levels.Then analyzes natural disasters,accident disasters,public health incidents and public safety incidents four security risks the overseas Chinese enterprises employees may face and their hazards,combined with case study,analyze the government's warning and guarantee functions by making laws and risk prevention mechanism to protect the overseas Chinese enterprise employees safety.Third analyzes the existing problems our government in the security risks prevention of overseas Chinese enterprises employees,such as insufficient security ability and service system,insufficient information collection and analysis ability,narrow protecting approach,after the recovery mechanism is not in place,and education mistaken before going abroad.Root causes include legal system,security and coping mechanism imperfection;government security insufficiency,such as foreign institutions and funds,overseas staff education,external policies and government regulation;local Chinese failing to provide enough effects.Last on the basis of problems and their reasons analysis and drawing lessons from foreign successful experiences from the United States,Japan and Russia experience of protecting the safety of overseas employees,put forward the proposals and countermeasures in the government management function for overseas Chinese enterprises employees security risks from perfecting foreign security risks prevention law,improving the government in the overseas security risks prevention early-warming mechanism,strengthening government security risks prevention for overseas Chinese enterprises and their employees,and attaching importance to the role of local overseas Chinese four aspects.
