Research On Negative List Of Investment Access From The Perspective Of TPP

Negative list generally means that,in the field of international investment,when a country in the process of attracting foreign investment,making some reservation of related industries about investment obligations such as national treatment and most-favored-nation treatment treatment or other obligation.,and these reservations are set out in the form of a list.In the wave of global investment liberalization,negative list has become a normative management model for investment access.As a regional economic and trade agreement with many countries participated in,TPP manages investment access by negative list.This is a major practice of negative list.Therefore,this paper researches the negative list of investment access from the perspective of TPP,and compares it with the negative list of the four free trade zones in China,so as to get the revelation to improve the practice of China's negative list.Firstly,this paper introduces the negative list in international investment,starts with a few basic concepts and leads to negative list model,and provides a comprehensive introduction to the negative list model from origin to development,paving the way for the next part about concrete practice of negative list.Secondly,based on the TPP formal text,this paper makes a detail analysis of the investment section and negative list,and summarizes the characteristics of the TPP negative list.After that,this paper analyses the practice of negative list in international practice,selects the United States,Singapore,Vietnam three countries as a sample,and makes a summary.Finally,this paper analyses the negative list in China,and compares it with the research above,makes a summary of the revelation about improving China's negative list.
