After decades of geometrically development since its first day,the internet now is a critical infrastructure that supports the full function of cyberspace,which provides service for the human activities on line.As the global wave of the digital age comes,the cyberspace not only becomes the "fifth territory" in the history of mankind,but also turns to be an important area of global governance.In cyberspace,China and the United States are both major players,no matter from the aspect of Internet usage and penetration,or from the side of information technology development level;on the other hand,the internet also plays an important role in both countries’ development and stability.Meanwhile,militarization in cyberspace is becoming increasingly fierce in recent years,which may turn the cyberspace into a new battle field,just like other areas in the human history.However,as the two giants in cyberspace stand for the diverse trends in governance ideas,principles and also different governance models,namely "multi-stakeholders" mode and the government-led multilateral pattern,the implementation of unified actions in cyberspace governance has been put aside and the development of common concepts has been dragged.In some specific subjects,China and the United States still have divergences due to historical and realistic reasons.Because of the unique attributes of cyberspace,we can hardly take the traditional approaches to solve issues in cyberspace like other global issues,the traditional path turns out to be limited.Based on the analysis framework of regime complex theory on cyberspace governance,the author took four dimensions—‘Depth’,‘Breadth’,‘Fabric’ and ‘Compliance’ — to analyze issues like ICANN management from technology and standards aspect of governance,also cyber war and cyber espionage subjects from the conducting aspects of cyberspace issues,in order to ravel the divergence and consensus between China and the United States on these issues,and to find a breakthrough of the stagnant governance situation now.Through the analysis,the author found out that subject with lower ‘Depth’ and ‘Breadth’ has more space for cooperation than other subjects,which leads to a conclude that the available subject for China and United States would be subjects without specific rules or written laws.That is to say,"Building rules and regulations" is not only a urgent problem needs to be solved for promoting the development of cyberspace governance,but also a subject with enough space for China and the United States to maneuver and cooperate.It has been proved that,through the mechanism of coordination and cooperation,and balancing the interests of both sides,China and the United States can really cooperate with each other in issue like cyber espionage activities.Cyberspace governance process has an enormous impact on China-United States relations,if cyberspace governance were a positive factor in bilateral relationship,it not only can strengthen the construction of the bilateral relations,on the other hand it can also promote the development of the global cyberspace governance process.Based on analysis of these issues in bilateral interactions between China and the United States,an efficient approach of governance could be derived,and also a workable mechanism to consolidate bilateral relations while the process of cyberspace governance is ongoing.
