| As a product of technological development,the Internet has now become a public product that provides global services,and its development has even affected global political and economic development.Therefore,when there is a problem with the Internet,Internet governance becomes an important global governance issue equal to resources and environment.In the entire Internet governance issue,domain name,as a key resource that constitutes the basic operation of the Internet,has always been the focus and difficulty of Internet governance.In the early days of governance,domain name governance was only dominated by technology,and for a while,individuals such as technical experts were responsible for the allocation of domain names and digital addresses.However,as technology itself began to expose problems and Internet domain names were involved in international political relations,domain name governance began to highlight more public policy issues beyond technology,and domain name governance was gradually being politicized.At the same time,sovereign states represented The power game between the parties continues.ICANN is a non-profit,non-governmental nonprofit organization created specifically to neutralize the opinions of all parties and govern the domain name field.Its community members are spread all over the world and are committed to ensuring the security,stability and security of the Internet.Interoperability.ICANN is mainly responsible for coordinating and supporting unique identifiers distributed around the world.This is something that other organizations do not have.Because of this,ICANN has become an authoritative management organization for domain name governance.However,ICANN’s relationship with the United States has always attracted many questions and attacks.The international community has always been committed to building a new pattern of ICANN domain name governance and promoting ICANN’s development in the direction of globalization and internationalization.The article is mainly divided into five parts.The introduction part systematically discusses the author’s research on the background,reason,significance,methods,and related documents of ICANN Internet domain name governance;the first chapter starts with domain names and explores the relationship and differences between domain name governance and Internet governance,from the perspective of technical design The system introduces the domain name system architecture,and finally analyzes the problems of resource allocation,privacy protection,language disputes and domain name security maintenance in the process of domain name development,and explores the reason and process of the transformation of domain name governance from "technical" autonomy to politicization.In the second chapter,the author began to focus on ICANNN,the research object of this article.First,I sorted out the background of its birth as a non-profit and non-governmental private organization;secondly,it discussed its institutional settings,functions,and bottom-up,consensus-based multi-stakeholders.The relevant party’s operating mode was introduced in detail.From these aspects,ICANN also demonstrated its uniqueness as a domain name governance institution.In Chapter 3,the author began to analyze the doubts and reasons encountered by ICANN.Firstly,he pointed out the legitimacy and lack of representativeness of the ICANN system design,as well as the slow decision-making and lack of transparency in decision-making efficiency,and secondly pointed out that the emergence of these problems has been controlled by the United States.Related to domain name resources and manipulation of ICANN operations.In Chapter 4,the author,through combing and analyzing the transition process of China’s participation in domain name governance from passive to active,points out that the “Chinese plan” of adhering to multilateral governance,respecting network sovereignty,and building a network of shared future meets the status quo and development needs of domain name governance issues.Multilateral and multi-party governance consensus can achieve synergy and cooperation,and promote the development of domain name governance in a balanced and efficient direction. |
