Research On The Collaboration Of Navigation Guarantee In Sea Area Of Northern China

Collaborative public management is a new mode of modern public management,representing a new development trend or research approach of current public management.With the recovery of China's shipping economy,the proposal of marine power and the rapid development of regional economy of northern sea area,higher requirements are presented for navigation guarantee of northern sea area.It is difficult for a single government or organization to meet the development needs of navigation guarantee in northern sea area.So,mutual communication and collaboration between organizations or individuals shall be strengthened.Based on the perspective of collaborative public management,this paper uses interview method and case study,begins with the evolution of navigation guarantee management mode,considers about motivation and feasibility of Collaboration of Navigation Guarantee in northern sea area,analyzes the status of the Collaboration of Navigation Guarantee in northern sea area in terms of participants,vertical and horizontal collaboration,and typical cases,combines with actual work experience to explore problems in Collaboration of Navigation Guarantee in northern sea area,proposes targeted countermeasures and suggestions to strengthen the collaboration,and draws a conclusion that collaboration strengthening is the basic solution to improve the level of navigation guarantee in northern sea area.From an ideological perspective,we shall form a consensus of collaboration,establish a trust relationship,perfect the interest expression mechanism,and attract multiple subjects to be involved in the collaboration.In terms of specific means,we shall firstly establish authoritative navigation guarantee collaborative management institutions,to reach a consensus of collaboration pace;secondly,various methods shall be taken to raise funds,in order to guarantee the input of collaboration;thirdly,information technology exchanges and cooperation shall be strengthened for scientific and effective implementation of collaboration.From the institutional perspective,legal regulations of navigation guarantee collaboration shall be perfected,and supervision of mechanism construction shall be strengthened,to provide institutional guarantee for collaborative management.This paper is divided into six chapters: chapter one introduces the background,research significance,research thoughts and methods;chapter two introduces basic concepts,literature review and basic theories;chapter three analyzes the motivation and feasibility of the evolution and collaboration of navigation guarantee management mode in northern sea area;chapter four analyzes the status and problems of navigation guarantee in northern sea area;and chapter five proposes countermeasures and suggestions to strengthen the navigation guarantee collaboration in northern sea area on these problems.
