Research On Synthetic Operations Of Public Security Organs From The Perspective Of Collaborative Public Management

With the continuous development of modern society,new types of illegal and criminal means have emerged in an endless stream,and the complex issues of people's livelihood and policing have also shown an upward trend.The previous police operation mechanism has fallen far behind the needs of the development of modern social situations.The war-fighting model has not adapted to the increasingly severe working situation,and a working model centered on collaboration and cooperation has emerged as the times require.Therefore,it is an inevitable requirement to cope with the increasingly complicated police work that multipolice types of combined operations are fully utilized to give full play to the advantages of the police resources of various police types and to improve the overall effectiveness of public security organs.With the continuous advancement of public security reforms,public security organs around the world have begun the construction of a combined operation,but in this process,due to various reasons,existing problems have also become apparent.How to solve these problems scientifically is particularly important for the current development of public security work.In recent years,collaborative public management has become an important way for public management departments to solve complex social problems,and its value has been widely recognized by public managers.Collaborative public management advocates optimizing the collection of resources and advantages of different regions and different departments into a holistic structure in the entire management process in order to exert synergy and solve problems more easily.This is also the original intention of the rise of public security organs' combined operations.It is advocated to centrally optimize the functional advantages of various departments and police types,complement resources,optimize integration,and improve the overall effectiveness of public security organs.At the same time,the three theories of collaborative public management management-network governance theory,resource dependence theory,and transaction cost theory also provide a theoretical basis for public security agencies' combined operations.In short,the various departments and police forces of the public security organs are in a crisscross network,which are interconnected and dependent on each other's functional resources.Synthetic operations are the integration of resource advantages and the formation of synergies to pursue "transaction costs" and effectiveness Important way.Therefore,the cooperative public management theory is of reference significance to the combined operations of public security organs.This research uses literature review and case studies to analyze the combined operations of the public security branch of the T district of the city of T as the analysis object.It conducts field investigations on the background and implementation of the combined operations of the public security branch of the district of T of T city.Some problems exist in the construction of synthetic operations,such as low participation of internal and external forces of public security,poor sharing of information resources,lack of organic software platforms,individual quality needs to be improved,insufficient police resources,inadequate assessment mechanism,insufficient synthesis,etc.And analyze the causes of these problems,both from the insufficient attention from the internal side,and from the external system and conditions.By conducting field research,finding problems,and analyzing causes,it has laid the foundation for improving the integrated combat development of public security organs.Finally,from the perspective of collaborative public management,this article takes the four core components of collaborative public management-the structure of cooperation,participants,relationships,and processes as the starting point,and proposes corresponding countermeasures to improve the integrated operations of public security agencies.It has certain reference significance.
