Social Management Research Of Homecare Service In Shihezi

With the continuous development of the economy,the steady improvement of living standards,the gradual improvement of medical conditions,therefore,the life expectancy of the Chinese people is constantly extended.In 2014,China's aging population broke through the 250 million,and the proportion of aging population is more serious than the aging standard,obviously,China has already entered the aging society.Thus,the pension problem has become the current urgent that need to solve.The government is in the development of institutional pension,and in other parts of the home care projects are also quietly rising,which is a systems that contributed to a satisfactory pension system may meet the elderly social forces work together to build,with the family as the axis,to the community endowment service context as a support,to the endowment insurance system for support.With the home-based care services,the government leading management reveals some problems,such as,inadequate human resources management,the shortage of funds,supervision and evaluation management mechanism not perfect.A series of problems can not fully guarantee the quality of home-based care services so that the development of homecare service once suffered a bottleneck.From the international and domestic experience,only steady progress in the management of social operation,but also the homecare services to the construction of the possibility of further development.In this case,to explore the social management of homecare services has once again become the focus of academic research.This paper takes ShiHezi City as the research object,the connotation of old-age security,social management and social welfare based on social theory,new public management theory,which analyzes the present situation of home-based care services management mode in ShiHezi.Currently,we can find that Shihezi City home-based care services management mode which are four major issues,namely,human capital investment resource management,operation management,performance evaluation,and the four major problems are analyzed in detail.Then,through analyzing the management mode of home-based care services in Beijing,Shanghai,Chengdu,we can summary their advanced experience model of home-based care services,combined with Shihezi city's own situation,so as to effectively construct only suitable for home-based care services belongs to the Shihezi city social management mode.Finally,this paper puts forward a sound management system,a reasonable division of the boundary,the duty of the government to establish a market-oriented operation mechanism,improve and strengthen guidance and supervision of the four measures to ensure the implementation and promotion of family endowment service socialization management.
