As the increasing tendency of aging, pension service model has become the focus of all countries. China currently has167million populations who is over60years old. It is predicted that China’s elderly population in the mid-century to reach400million, accounting for25%of the total population. Faced with this grim situation, China is also actively respond to the impact of aging, and the choice of pension model is the fundamental foundation to solve the problem of aging.At present, China has been promoted as the main government, community based home care service mode. The pension model is more suitable for China’s model, but there is still narrow coverage, pension services of varying quality, some basic services reach the level of demand and other issues. These issues have become increasingly apparent that the more a single pension model and the growing material and cultural needs of older conflicts become more prominent, and the need to seek a more perfect and reasonable pension service model. Increasing trend of population aging and the "old before getting rich". under specific conditions, and actively explore the scientific and rational way of old-age home, to promote China’s urban and social development, solve problems and improve the city pension settlement quality of life of older people has far-reaching significance.Based on the research methods, such as literature review, comparative analysis and interviews existing researching the theoretical literature and the reality of`the investigation, analsizing and companioning of the advantage and disadvantage of different pension service model, drawing on foreign NGO participation in the useful experience of home care services, and identifying current patterns of China’s home care services’ vulnerability in the management and service. And elaborate the necessity and feasibility of home care NGO participation in. This is a new type of "political community with" home care service system which NGO is the main building of management, with government guiding and supervising and community volunteers participating in. Promoting government and NGO to cooperate in old-age services. The role of government has been changed overall management to macro guide, thereby enhancing the community pension services’ efficiency. Strengthening the professional ization quality of care service personnel, and abounding material and cultural life of the elderly and improving the living standards of older persons, to seek more complete, comprehensive, detailed, thoughtful way to take care of the elderly.
