The Investigation On The Prevention Of Juvenile Delinquency In Community Of Dalian JinPu New Area

With the rapid development of China’s economy and society, the living standard of thepeople has been improved, the growth environment of juveniles has become diversified, and the delinquent juveniles are prone to be younger, Criminal means become violent,Diversification of forms of crime. They are the future of our country. It is an unavoidable problem for us to resolve that how to lead them in correct values on life.I started from the realistic situation of Jinpu New Area. I researched on the condition and inducement of juvenile delinquency there and the problems in the community work of preventing teenagers from crimes by the field interview question naira survey and data analysis. I also proposed advices and detailed measurements for improving the work of preventing teenagers from crimes for the community in Jinpu New Area.At present, the community in Jinpu New Area has made some progress in the work of preventing teenagers from crimes, the system of social protection for teenagers is formed initially, and the system of supervising key teenagers and discovering and reporting is under construction, they plan to build a management and service system in form of “modularization” for social protection for key teenagers to implement the work of supervising and evaluating for teenagers. The existing problems in the work of preventing teenagers from crimes in the community of Jinpu New Area include: lack of overhead expenses, the unbalanced development in the prevention work, lack of communication among the main units in community for prevention work, the government overall planning is incomplete and the warning capacity of the community is deficient. Jinpu New Area needs to build the accountability system and prevention and punishment mechanism,to integrate the allocation of resources to achieve optimization,to establish the intervention guidance system for family education and growth tracking system for teenager and to improve the “chain link tape” mechanism for identifying, assessing and controlling risk for further building a long-term mechanism for preventing work of community. Therefore, we are able to build a network system and further to promote the present policy in the community of Jinpu New Area for preventing teenagers from crimes.
