Chinese Youth Volunteer Action also is launched and constantly improved with thedevelopment of socialist market economy system in China, which is in the social concern,major concern of party and welcome of young people as a public welfare work. Volunteer action is one of the important carriers to mobilize and organize the youth to participate in the construction of socialist spiritual civilization in the new period, and it is also a new exploration league organization serves society under the new era and new situation. Youth volunteer activity is officially launched in Chaoyang City in 1994, which wins the wide acclaim and strong support from all social circles through the years of development. The youth volunteers in Chaoyang City have many problems in the management process, which need to be further perfected and improved. On the basis of summarizing and analyzing the research for related topics at home and abroad, this paper makes a deep diagnoses on the current situation of the management of youth volunteers in Chaoyang City by using the field research. The survey found that the management of youth volunteers in Chaoyang City has some problems, including the poor comprehensive quality of young volunteers, low professional level, poor initiative and continuity to participate in the activities and the lack of policy guarantee and fund guarantee.There are the main reasons for these problems. Such as the selection and recruitment of volunteer lack of the scientific norms, systematical training, excitation mechanism, innovation of activities and guarantee of policy and fund, the use of the Internet is not sufficient.According to the problem of the management of youth volunteers in Chaoyang City,combining with the actual situation of Chaoyang City, this paper proposes the strengthening for the recruitment and training of youth volunteer, improvement of the incentive mechanism,establishment of the volunteer rights protection mechanism and other measures. On the objective point, people should to strengthen management of youth volunteers in Chaoyang City, strengthening the construction of mechanism system,pay more energy on organize volunteer activities, make full use of the Internet and so on, promoting the healthy development of Chaoyang City youth volunteer service.
