According to the survey data of China Internet Network Information Center in January 2016 released its 37th "China Internet Development Report" show that,as of the end of December 2015,the scale of China Internet users reached 688 million,the annual total of 3951 million new Internet users.Internet penetration rate of 50.3%,compared with 2014 improved 2.4 percentage points.Internet infrastructure capacity significantly increased,the size of the public participation in the network public opinion supervision is also growing.Compared with traditional network public opinion supervision mode,there is a wide range of spread,the high efficiency of spread,flexible and convenient mode of information exchange and other convenient features,has become an important way of public participation in social management,express the demands,etc.,its role and social impact are significant.More and more people to participate in the supervision of social events,exchange and discussion through the network platform,to a certain extent,affected the relevant decisions of national authorities and the social public life that public pay attention to,network public opinion supervision has become an important part of network public opinion supervision.This paper is divided into five chapters.The first chapter describes the background,significance,innovation,and summarizes the current research.The second chapter defines the meaning of the network public opinion supervision,combing the development course of the network public opinion supervise,analyzing the basis theory of network public opinion supervise,for further study.The third Chapter analyses the status of network public opinion supervise,analyze the factors that cause the problem.Analysis the typical case of a network public opinion supervise,and then study the social impact of the network public opinion supervise.Chapter IV analyzes the characteristics of management and guidance of network opinion supervision for foreign,and draw inspiration for our network public opinion supervise and management.The fifth chapter describes the role of government to deal with the network public opinion supervise,put forward countermeasures for government to guidance the network public opinion supervise,from the legal rules and regulations,public opinion monitoring,network moral construction,network technology to enhance the ability to expand perspectives,and proposed the implementation way for government to guidance of network public opinion supervision.In short,China's network public opinion supervise started lately,is in a stage of development by leaps and bounds,the relevant legal system is still not perfect,the complexity of the network platform environment,network media literacy and lack of real-time network information dissemination,etc.,so that the difficulty of the network of public opinion supervise by government is increasing.Therefore,to enhance the study and analysis the development status of the network public opinion supervise,it is benefit to sort out the development needs and problems of network public opinion supervise,and to study how the government guide the development of the network public opinion supervise effectively,and discuss concrete measures to implement the recommendations and the path,has important theoretical and practical significance.
