The Analysis Of The Trusting Stratum Discrepancy Among The Governments

With the in-depth development of market-oriented economy and the gradual promotion of the reform and opening-up policy,the crisis of confidence in political field becomes more and more severe,and the government trust is confronted with serious challenge.Nowadays,the layer difference,the public trust to central government is higher than the trust to local government,is demonstrated in the condition of national government trust.Government trust is considered as the main source for the government to access the legality,and a stable government trust is one of the important standards to measure the regime legitimacy and stability.The high confidence for central government and the low confidence for local government will lead the public to use non institutional means such as appeal for help and mass disturbance to express their will when the basic expectation is not satisfied.Besides,the distrust will spread to the central government and the overall political system,and then the public may be dissatisfied with the whole regime and the political system,imperiling the legitimacy and stability of the regime,impeding the execution of public policy,increasing the cost of public administration.On the basis of defining trust,social trust and government trust,this paper applies relevant theories to vertically compare the trust situations in each layer of the national government.Besides,this paper horizontally compares the government trust between China and America.According to the case study of interest subsidy loan,this paper finds the special characteristics of high central government trust and low local government trust.National government trust is confronted with severe challenge due to the historic development,level ductility,asymmetric change,difference in value and evaluation and consistent results and process.In the views of regime,culture,society and government,this paper also finds out the elements which cause the layer differences in our national governments.Finally,viewing in the aspects of reforming pressure-government system,establishing and perfecting positive response mechanism of local government,and consummating multiple governance mechanism,this paper put forward some advice in shrinking the "wide gap" between different government layers,improving the public trust to local government,avoiding the low local government trust spreading to the central government and the whole political system,endangering the regime legitimacy and stability.
