Research On The Intervention Of Social Endowment Service In Hefei Civil Organization

China has entered the aging society,which is gradually accepted by the people.The severe trend of population aging and the many problems that have arisen have been widely concerned by the government and the continuous tracking of academia.Anhui Province,as one of the large population of the central region,its entry into the aging society is one year earlier tban the country.So the face of population aging in Anhui Province is even more serious problems,the province is also taking measures to actively respond.Home care is the focus of the construction of old-age care system in Anhui Province,but only rely on the elderly family to provide home care services in the current severe aging trend is not realistic.There are two reasons:on the one hand,the old-age dependency rises year by year,on the other hand,the passage of time,the concept of the elderly are quietly changing,their pension service needs also show a variety of characteristics,especially the elderly Quality of life,hope to have more social participation,play the role of waste heat,but these rely on families and communities are difficult to meet,Moreover,many communities are still in the state of construction.Throughout the development of domestic and foreign developed countries or regions experience in home care services,home care services to social supply is the consensus they formed.The social supply of civil society involved in the old-age service is a new trend in the field of old-age service supply in recent years.Civil organization as the main force of social forces,because of its more flexible organization,members of the organization from the masses and diversified,easy to reach a consensus with the masses of the characteristics of cooperation,it involved in the supply of home care services can improve service efficiency,Efficiency and quality of service,can better solve the problem of shortening the old-age care service,especially the urban home care service urgently need to be solved.This study attempts to combine the diversification of the main body of the old-age service and the diversification of the demand for the old-age service.Based on the theory of the underlying fairness and the theory of the need of hierarchy,this paper focuses on the combination of academic research and empirical research and the combination of literature research and empirical research In order to explore the unique role of civil organizations in the social supply of urban home care service,the two social organizations,including the social service center of Anhui social home,and the social organizations of Jingu Hospital in Hefei.This study suggests that the development of the new model of social care service at home in Hefei has a lack of policy environment.The government is not clear enough about the orientation of civil organizations in the home care service system,the service orientation is unclear and the service content is similar.After developing the experience of developing socialized home care service in developed countries such as Britain,Japan,Germany and other developed countries and Shanghai,Nanjing and other developed cities,this paper puts forward a comprehensive support system for the new model of socialized home care service Civil society organizations involved in the construction of the service system for the elderly,to strengthen the civil society organizations involved in the new model of social service and social credibility of the new model and other countermeasures and suggestions.Finally,this study draws the following conclusions:This study argues that Jingu Hospital Assistant Care Center in Anhui Province and Anhui Province Social Welfare Service Center in Hefei City,home care services to show their unique role,but also from the side reflects the civil organization involved in home care service is Feasible,the intervention path can be diversified.Their practice has proved that the introduction of civil society in Hefei City,the introduction of social support for the development of new models of social development has made some achievements to prove that this model is successful.
