Hiring college graduates to serve the village,is a major strategic decision of the party's Congress,is building a new socialist countryside,speeding up the pace of the inevitable choice of building a well-off society.The party's the third Plenary Session of the 17 th CPC Central Committee clear,to guide college graduates to work in the village,the implementation of the "one village,a college student" project.The Party Central Committee made the strategic plan,which has great and far-reaching significance to strengthen the construction of rural grassroots organizations,to develop new rural construction leaders,to change the concept of employment.In recent years,in order to promote this policy at the grassroots level,air plant to see the results,the party organizations at all levels to actively explore,to strengthen education management,college-graduate village official play college-graduate village official role,to promote the new rural construction,explored many new ways,accumulated a lot of experience and good practice.But in the process,due to the inherent design college-graduate village official "hiring" system,college-graduate village official in status,duties,role,way out of future problems,in practice become more prominent,seriously restricted the college-graduate village official system in basic implementation,has increasingly become a problem that can not be ignored.In 2013,Shandong province took the lead in the implementation of college-graduate village official "transferring" system in the country,according to the standards and procedures of selected graduates,transferring outstanding college graduates to serve the village,after 2 years in the village of service,through the examination qualified,for selected graduates employment.The introduction of this policy,the college-graduate village official work and selected graduates work course,effectively solve the college-graduate village official identity embarrassment and outlet dilemma problem.But the implementation of this policy is less than three years,there are many places not perfect at the same time,the original "hiring" college-graduate village official is still part of the post,there are still problems of welfare and future etc..This paper takes L County of Shandong Province as an example,through the case analysis method,questionnaire survey,comparative research,in-depth analysis of the implementation of the "college-graduate village official selection system" and "transferring" system and the existing problems,find the system development and implementation problems,to further improve the system of the proposed college-graduate village official some reasonable and targeted countermeasures,in order to make the college-graduate village official system real place,promote the sustainable and healthy development of college-graduate village official work,really college-graduate village official going down,stay dry,well,the flow was moving".
