Study On The Participation Of Youth League In The Management Of Floating Children

Since the late 1990s,the floating population of family phenomenon is increasingly prominent,migrant children with parents from their homes,formed a huge group of migrant children.On the one hand,as the city they live new participants and practitioners,appear in the material life,city into the special demand,value identification,etc;On the other hand,due to the lack of their parents' care,life pressure,studies of setbacks,the discrimination of others,make them hard to avoid some psychological problems.Therefore,the development situation of floating children and demand become the important factors influencing the government policy,the social harmony,the management of floating children services also put forward higher requirements.With the rise of new public management movement and the development of the relevant academic research,government no longer going to participate in the all concrete administration,rely more on non-governmental organizations,social organizations,government purchase in the form of public service,to engage in specific youth affairs management.Transaction in our country,the youth has received attention and support of party and government and social care,especially with the change of the social management style,the change of demand and the increase of floating children group,the floating children management service work is more important,is faced with many difficulties and challenges.Work mainly for the communist youth league has always been based on teenagers,also carried out a series of activities of teenagers,especially in the field of youth public service to a lot of exploration.On the one hand,the communist youth league organization structure,flexible work,cooperate with the government is more,on the other hand,the communist youth league and closely linked to a large number of social organizations,so it can build up the bridge of the government and social organizations,also can make up for their deficiencies,integrating more social power and public resources to promote the management of floating children better service.From the exploration practice,however,there is still a lack of independence,and the coordination between government departments is not smooth,work specialization level is not high,the related problems such as imperfect management mechanism.In this paper,on the basis of the theory of "the third sector in the government public affairs",analyze the communist youth league to participate in the management of floating children in changshu service,by the communist youth league in changshu "laughter" youth community as a case,analyzes the status quo of the communist youth league to participate in the floating children management services,the existing problems and reasons,and draw lessons from the relevant successful experience,put forward how to further improve the participation system,optimize the operating mechanism,to raise their ability,better service to participate in the management of floating children.
