Study On The Involvement Of The Communist Youth League In Caring Services For Children In Difficulty

In recent years,the infringement of the rights and interests of children in distress has been reported constantly.The services for children in distress and other related issues have increasingly become the focus of the government,society and academia.In 2016,the State Council issued "on strengthening troubled children security work opinion",points out that "to speed up the formation of family responsibility,government-led,social participation pattern of the plight of the children’s security work",for "give full play to trade unions,communist youth league,women’s federations under the function,such as coordinate dilemma" child care services,This has set clear requirements for mass organizations to participate in the work of children in distress.In recent years,in the face of the important issue of caring for children in distress,the Communist Youth leagues in various regions have actively explored and practiced,and gained important experience.Among them,the communist youth league of shandong "hut"project has obtained the widespread attention,the project is dedicated to independent living and learning environment of the plight of children,ages 8 to 14,remodeling of the original housing of transformation,makes the relatively independent and comfortable learning and living space,at the same time equipped with a pair of youth volunteers to assist and follow up.The project has been implemented for more than 2 years,and has been well received in all walks of life.At the same time,the project also reflects some problems of the Communist Youth League’s participation in the service of children in distress,which needs to be further studied.Therefore,on the basis of collaborative governance theory and child welfare theory,the author sorted out the legal basis,development process,participation path and work practice of the Communist Youth League’s participation in the work of children in distress,and used the Neil Gilbert social welfare policy analysis framework.This paper analyzes the "Hope Hut"project from four aspects:policy object,supply content,delivery system and how to raise money.At the same time,combined with the questionnaire and interview data,the problems,reasons and countermeasures of the Communist Youth League’s participation in the care service for troubled children were studied.Study found that the current communist youth league to participate in child care services exist difficulties with narrower service object,service quality is not high,the service effect is not obvious,the service problems such as lack of funds,the reasons of the problems are mainly the communist youth league not enough attention to the troubled children work,organization declining appeal,work mechanism is not sound,children’s professional talent team construction lagging behind.Therefore,this paper puts forward some countermeasures and suggestions,such as strengthening the study of theory and policy of children in distress,establishing and perfecting the working mechanism,improving the capacity of resource integration,and strengthening the professional team construction of children’s services,so as to provide reference for the Communist Youth League to strengthen the care services for children in distress.
