To promot the modernization of government governance capability through transforming government functions has become a global discourse of the administrative system reform.In the context of the "new normal" of economic development and decentralization,it is inevitable for Guangxi to establish a new mode of government personnel management,which fits well in the socialist market economy and the needs of the people.From the spirit of "decentralization" concept,which has run through the 18th CPC National Congress and the third Plenary Session of the 18th CPC National Congress,to the present promotion of governance system and modernization of governance capability,we find a new theoretical perspective and practical breakthrough of the transformation of governmental functions of personnel management,also clarifies the value orientation of the transformation of governmental functions of personnel management.Different from those previous researches mainly focusing upon political system,administrative methods and being over-theoretical,this paper focuses on the big context of decentralization,reviewed comprehensively the actual transformation course of Guangxi government's personnel management basing upon a large number of data,discusses the control problem confronting Guangxi personnel reform in the new situation,analyzes the existing reasons,and proposes suggestions on Guangxi government's realistic path and policy choice of decentralization of personnel management policy.This paper is divided into five parts.The main content of each part is as follows:Part One is introduction,which introduces the research background,significance and related literature review,and explains the research content and research methods.Part Two is the analysis of the related concepts and theoretical basis,mainly elaborates the connotation and significance of decentralization,an overview of government's function of personnel management,the power mechanism and the value orientation of the transformation of government's function of personnel management.Part Three is the empirical analysis of the transformation of Guangxi governmental function of personnel management,mainly describes the Guangxi governmental function of personnel management and its practices of exploring transformation,analysis of the main problems and causes.Basing upon the actual situation of Guangxi,Part Four proposes five suggestions on the transformation of Guangxi governmental function of personnel management,which are to straighten up governmental function of personnel management in order to sort out and simplify administrative approvals,to endow some industries and agencies with bigger decision-making power in employment,salary,technical title and post management,to establish a co-management of government and the market through clearing up of professional qualifications,to set up system of power list and responsibility list for strict supervision over power operation,and to improve marketized and socialized management system of personnel to give the market the full play in allocating resources.The fifth part is the conclusion.
