In recent years, "human nature" management is increasingly subject to urban management law enforcement agencies and the people’s attention. Only to establish a "people-oriented" concept of urban management, the implementation of flexible, normalized and guided by human management means to solve today’s society, urban management law enforcement difficult problem. As a kind of rational and civilized management mode, the city human nature management is the embodiment of "people-oriented" concept and "service oriented government" spirit in urban management administrative law enforcement work, it is the expectation of the masses and the inevitable requirement of building a socialist harmonious society.Through the analysis of human nature management in the work of urban management, combined with the current situation of Longwan district of Wenzhou city management of human nature management, to find the problems of human management in urban management, explore how to develop and improve the management of urban management. The first part is the introduction, which mainly introduces the background and significance of the research, and points out that the task of urban management is becoming more and more important. And the purpose and method of research, through the literature analysis, case analysis, inductive deductive method to study the human nature management in urban management is analyzed, and draw lessons from the successful experience of domestic and international urban management. In the second part, the author defines the concept of human nature management in urban management, and provides theoretical support to the theory of administration by law, public management and governance and good governance. The third part is based on the current situation of urban management in Longwan, and points out the existing problems in the management of human nature, such as "guerrilla warfare", the coexistence of violent law enforcement and violent anti law, and so on. In the fourth part, the reasons of the problems in the management of human nature in urban management are summarized, such as imperfect legal system, the lag of law enforcement, the quality of law enforcement personnel and so on. The fifth part puts forward the countermeasures and suggestions to improve the management of human nature in urban management, such as improving the urban management laws and regulations and law enforcement procedure, changing the law enforcement idea, improving public opinion environment, strengthening the construction of law enforcement team, and properly handle the relationship between the parties.This paper draws the following conclusions:in the process of building a socialist harmonious society, the human nature of the city needs the joint efforts of law enforcement personnel, the masses and other subjects, as well as the cooperation of various departments and agencies. Law enforcement personnel must establish the idea of "people-oriented", advocate humane care, correctly handle the relationship between the state and citizens, the power and the right. At the same time, urban management and law enforcement agencies should balanced and innovative law enforcement methods and means, really make public feeling to law enforcement of hardness and softness, and can feel the deterrent force and appeal, can become conscious law-abiding citizens.
