Following the development of the market economy,the structure of our society changes deeply and some deep-seated structural problems gradually highlight.These hot spot and difficulty reflected by petition and demonstration ? Petition and demonstration is the basic work of building a socialist harmonious society? the bridge between the government and people and the window to hear people's voices.However,there are some disharmonious factors affecting social stability especially in land requisition and demolishing area.C district is the center of the government?economy and culture,so that more than 50 percent of the petition and demonstration is from C district.The number of leapfrog and abnormal petition is at the high level all the time which brings a lot of pressure to the basic-level government.Although the bureau of petition and demonstration has ended this case according to the statute of petition and demonstration,petitioners cannot be satisfied.They still choose the way of abnormal petition and leapfrog petition to achieve their purpose.To proper dispose abnormal petition and leapfrog petition is the active demand to develop the economy.By using the methods of literature research,investigation and statistic analysis,this paper researches a petition case named Tian Moumou who petition from 2007 to 2014 in land requisition and demolishing area.The paper analyzes the methods,measures and difficulties taking by the government from legal rights and govern rights,and come to a conclusion: to adhere to the people-oriented from feeling,reason and rule to promote the rate of dissolve case at this stage.In the long run,to direct petition and demonstration into the orbit of legalization and to take action of legal thinking to resolve the abnormal petition and leapfrog petition is the efficient path.Finally this paper puts forwards suggestions for solving the dilemma from four aspects: accomplishing petition salvation notary system,developing public hearings and discussing,perfecting the system of examining and assessment in petition area and quickening the pace of lawmaking.
