Since the 18th National Congress of the Communist Party of China, The central leadership with Comrade Xi Jinping as General Secretary attaches great importance to deep-level issues which affects judicial fairness and constraints judicial ability and has made sysmatic top level design for reform of the judicial system. AS the core of management system reform for personnel of people's court, Judicial System for Specified Number of Personnel is the base of reform of the judicial system. Many reseaches have been made by academic circles in recent years, but this progress of the judicial system reform has gone beyond precious comparative or theoretical theory construction,it needs more authentic Research. From the perspective of trail court, This thesis trys to work on the key issues of production of Specified Number of judges and the operation and guarantee mechanism of Judicial System for Specified Number of Personnel based on the timeline of reform. With a panoramic view of the empirical way, this thesis will also put forward some ideas to resolve the problemThis theis consists of four parts, namely, the introduction of Judicial System for Specified Number of Personnel, the production of Specified Number of judges, the operation of Judicial System for Specified Number of Personnel and guarantee mechanism of Judicial System for Specified Number of Personnel.The Judicial System for Specified Number of Personnel has successful practice in some developed countries. We have explored tortuous process and more profound construction in the process of judicial system reform. First of all, the demand of judges in each court needs to be based on the judicial work amount. Judges' numbers and proportion need also to be considered. In order to achieve " best of the besf" of existing judicial team, the entry conditions of judges need to be sepcific, a proper and efficient procedure of selecting judges need to be founded to guarantee the achievement of reform. To achieve more fair and efficient jurisdiction, the judge's individual position sequence and payment system and other supporting measures need to be founded. We can ensure judges'autonomy and professionalism by strengthening the judge's job security building judges professional meetings, etc.
