The Research On Railway Information Disclosure System Of The Government

With the gradual improvement of the level of opening to the outside world,the concept of railway internationalization has become an important topic of social development and has risen to the national strategic level.To truly promote the realization of the railway to go out,we must vigorously strengthen the railway construction,and do a good job of railway safety management and unified dispatching command.Railway industry has a certain monopoly,and is related to the vital interests of the broad masses of the people,the railway safety construction and healthy development rely on the people's supervision.This requires the railway sectors'comprehensive and timely disclosure of government information.Railway information disclosure is the primary prerequisite for the railway regulatory authorities to fully protect the citizens' right to know and participate,and it is is also the primary prerequisite to realize the effective supervision of administrative acts.The railway information disclosure also plays an important role on providing convenience for the citizens' travel and improving the satisfactio of railway transport services,and it is also the embodiment of railway transport enterprises to fulfill their duties.So,it is of great significance to open the railway information.China's government railway information disclosure system has made some achievements,but there are still many problems in the practice,the relevant departments need to improve relevant regulations as soon as possible to promote the healthy development of the railway industry.On the basis of the related concepts and theories of the disclosure of government's railway information,this paper discusses the status and the existing legal problems of the disclosure of the government 's railway information in our country through the use of comparative analysis and case analysis of railway.At the same time,combined with the relevant legislation of other countries and China's Taiwan,this paper made a thinking about existing problems of the disclosure of government's railway information in our country from the point of laws.In order to promote process of legalization and standardization of disclosure work of the government railway information in China,this paper proposes measures including perfecting the relevant legislation,straightening out the departments and the ways of disclosure of railway information,improving the scope of disclosure of railway information and so on.
