In the beginning of the new century, mankind is entering a new age of knowledge economy with the core of information technology application. The information has been a strategic resource as well as materials and energy sources. Information technology, with the feature of broadly penetrability and incomparable advantages, now is being combined with the traditional industries. IT industry has developed into industry like a rising sun worldwide and formed a new economic increase point. Informationization has been an accelerator of national economy and society development. The developing level of information has been an important mark of modernization of a city or an area. Being confronted with the austere challenge and historic opportunity, our country has proposed an informationization bring along industrialization strategy timely. Every economic section nationwide is preparing its own developing strategy. Railway, as an important infrastructure and main transportation way in our country, is a main artery of national economy and has occupied a highly important position in national economy. Railway informationization, whose fundamental target is to apply information technology into railway routine management to reconstruct traditional industries, to improve railway transportation efficiency, to promote competence, to increase railway transportation economic effectivity, is a main sign of railway modernization. In order to shorten the gap between our railway and the railways of the developed countries in the density of railway net, technical equipment, development in informationization and management, the ministry of railway has formed a concept of great-leap-forward development to support the construction of the well-off society of distinct Chinese characteristic. Electric equipments are the infrastructures of the railway great-leap-forward development. With the developing of the railway system, electric equipments and technology policies are developing synchronously. The developments of computer technology and modern communication technology have formed a technical support to computerizing and networking of railroad signals. The traditional difference between communication and signal has become blurry and the signal equipments are developing on the way of informationization, digitization, networked. The information network equipment like centralized dispatch, dispatch control, computer monitoring etc, wildly spread like bamboo shoots after a spring rain from the main lines to the secondary lines. These equipment, compared with the traditional equipment, have changed in essence with the marks of highly integration, informationization, and soft interlock. In order to maintain these equipment, not only superior diagnosis equipment and high quality professional people, but also the modern management measures, are necessary. The informationization of the railway has been about 30 years since 1970s.The information technologies have been adopted to a great extent in the window units like ticket system, train dispatch and transportation management etc, but most logistics service units like locomotive service, carriage service, engineering, electric equipments service etc, less adopt the information technology . Now, no information management system suitable for the modern enterprise management has been established in the railroad service enterprises. I am now working at Chengdu electric service unit of Chengdu railway bureau, so have much experience and observations about the exiting problems of management in the railroad electric servicesystem. Through the studying of MBA courses, it seems that I have new thoughts in solving these problems.
