| As the great writer Hugo says,sewer is like the wisdom and conscience of the city.Nevertheless,during the past few years,with the accelerated process of urbanization in China,more and more attention has been paid to image project,for instance,high buildings,large mansions and land buildings,etc.,on the contrary,livelihood project,such as,sewer,etc.,is rarely mentioned.Death caused by small manhole cover occurs occasionally,which forwards higher request for urban management and law enforcement in the new stage.As long term law enforcement officer serving for town government,the author attempts to systematically explore and analyze comprehensive law enforcement reform of town government based on the trajectory of government management innovation witnessed by herself and part time learning experience and thoughts of three years,This thesis mainly studies comprehensive law enforcement system of Modern Service Area of Western Suburbs of Dongying,and thoroughly analyzes the aspects of law enforcement basis,function integration,team building,supervision and restriction,etc.,and customizes the strategy and suggestions on comprehensive law enforcement combining with regional characteristics,which may be helpful to urban management innovation.The first part states the background,research significance,research methods and key difficulties,and summarizes relevant of domestic and overseas documents.The second part defines relevant concepts and introduces theories of comprehensive law enforcement.The third part presents the background and operation effect of comprehensive law enforcement mechanism.The fourth part analyzes the existing problems of the comprehensive service area of Modern Service Area of Western Suburbs of Dongying and attempts to explore its causes.The fifth part focuses on the analysis,comparison and summary of the selected domestic and overseas cases of comprehensive law enforcement.The sixth part proposes suggestions to improve the comprehensive law enforcement mechanism in the perspective of regional customization. |
