Study On The Development Of The Rural Personnel Of Public Crisis Management

China is in the period of social transition, the ecological environment is becoming fragile, and the rural demand levels is rising, the rural area is becoming more complex, thus the possibility of the emergence of public crisis is increasing. In public crisis management, wide attention has been paid to the city public crisis, the countryside public crisis didn't get due attention even be ignored, however, the rural public crisis management is becoming increasingly urgent and important. By reference to some relevant public crisis management research results and the theory of human capital, this thesis gives a study on the development of the personnel of rural public crisis management, which aims to improve the foresight ability of the emergence of rural public crisis, reduce the probability of the rural public crisis as well as its losses.This thesis firstly introduces the selected topic background, research significance, as well as an analysis of research status at home and abroad, this paper discusses the innovation and difficult points. Secondly, the thesis analyzes the basic theory and related concepts of the rural public crisis management, which provide theoretical basis for the thesis writing. Then, taking Huixian in Henan province as the research object, empirical research is carried out, from the respects of the characteristics and forms of its public crisis, the thesis raises present situation of the rural public crisis management, and further pointes out the necessity of rural public crisis management. The thesis emphatically discusses the current existing problems and causes in our country's rural public crisis management talent development, such as lacking of professional talent development, loopholes of talent training, the incomplete talent motivation, etc. its reasons are various, including the insufficient understanding and singularity exploitation of the talent development in public crisis management, the limited propaganda, etc. Finally, some countermeasures to solve the problems are put forward, to establish the standard of talent development, and explore the way of talent development, as well as put forward the idea to perfect the incentive mechanism of talent development. The study shows that the rural public crisis events are increasing, more losses are caused. Thus it is necessary to foster rural managers with more solid professional knowledge and good ability of crisis management, meanwhile, a strong sense of responsibility and a devoted heart also needed.
