Although the employees' voice behavior is important to the significance of the public organization innovation and development,but in real public organizations,the phenomenon of employees' voice behavior doesn't often occur.It's important for public organizations managers who need to think carefully how to promote much more employees to express their views and ideas actively.The employees' voice behavior as a way of employees who initiatively participate in the organization management,and it gradually arouse the attention and research of organizational behavior researchers.Employees' voice behavior is influenced by the combination of organizational context and individual psychological factors,and the organizational trust,as one of the important factors of organizational context,should have a positive or negative impacts on the employees' voice behavior.Based on the above background,this study focuses on the relationship among organizational trust,self-efficacy and public organization employee voice behavior,and validates the mediating effect of self-efficacy on organizational trust and public organization employees' voice behavior.Does organizational trust affect the public organization employees' voice behavior? Does self-efficacy play a mediating role in organizational trust and public organization employees' voice behavior?Based on the review and summarization of the previous research literatures,this study points out the progress and shortcomings of the previous researches.According to the view of employees' self-perception,the study is based on the research ideas of "organizational trust?self-efficacy?public organization employees' voice behavior" and puts forward the research hypotheses and theoretical model.We use the way of questionnaires to collect research datas.The questionnaires were distributed in city Hefei,Wuhu of Anhui province and the city Hangzhou,Jinhua of Zhejiang province.The reliability and validity of measurement scale were tested by CITC and exploratory factor analysis.Correlation analysis and linear regression equation were used to test the influence of organizational trust on public employees' voice behavior and the intermediary effect of self-efficacy.The empirical results show that organizational trust has a significant positive impact on the public organization employees' voice behavior,the leadership trust and agency trust have significant positive effects on the behavior of promotive suggestions and inhibitory suggestions of public organization employees.Organization trust has a significant positive impact on employees' self-efficacy,especially in leadership trust and institutional trust.Self-efficacy has a significant positive effect on the public organization employee voice behavior,which is manifested in self-efficacy has significant positive effects on the behavior of promotive suggestions and inhibitory suggestions of public organization employees.And self-efficacy has a mediating effect on organizational trust and public organization employees' voice behavior.This study draws the following conclusions: Organizational trust is one of the most important factors influencing the behavior of public organization employees' voice behavior.Organizational trust influences the behavior of public organization employees' voice behavior by employees self-efficacy,which is the internal driving force of public employees' suggestions.In the past,the researches on the employees' voice behavior were mainly from the organizational situation factors or the individual factors.In fact,it should be the result of the combination of the organizational situation factors and the individual factors.This study starts from the organizational trust of organizational context and the self-efficacy of individual employee psychological factors,which provides a new research perspective to employees' voice behavior.This study chooses to explore the internal driving force of public employees' voice behavior from the perspective of employee self-perspective,and validates and analyzes the intermediary role of self-efficacy in organizational trust and public organization employees' voice behavior,which is different from the mechanism by social behavior theory can be used to explore suggestions.This research also innovates the conclusions of the research on employees' voice behavior in the public organizations,which provides some management inspiration for the practice of public organization human resource management in our country.
