At present,China’s economic development has entered a very important period of strategic opportunity.It is an important challenge to the government of "new normal" economy to adjust to the economic structure and innovate the driving force of development in a sustainable,medium and high speed and steady growth trend.How to continuously change the government functions,change the way of administration,to further optimize the grass-roots government governance system,so as to enhance the credibility of the government,improve government execution,accelerate the pace of building a service government is the 18 th National Congress of the important historic mission.It is also an important research subject for various administrative researchers.At the same time,the professional groups of civil servants in the towns and villages are undertaking the important task of government management and building the important mission of service-oriented government.However,some of them can not adjust their expected career gap with the reality,which will leads to civil servants psychological gap.This may bring township civil servants’ work and life,affecting the party and national policy implementation.It is also related to the success of the government to promote the transformation,establish the credibility of the government and a good public image.In this paper,the integrated use of literature analysis,social investigation method,descriptive study method,from the theoretical analysis,the main performance,reason analysis and countermeasure thought township civil servants psychological gap problem in China.First of all,the definition of the concept of the civil servants in the towns and the meaning of the psychological gap were clarified,and the theoretical basis of the research on the psychological gap between the civil servants in towns and villages was analyzed,and from the social background of the new situation,pointed out the significance of that our country is concerned about the psychological gap problem.Secondly,the author first pointed out that the current situation of the psychological gap between the civil servants of the townships in our country is confronted with a new situation,that is,the new normalization of economic and social development,deepening the reform in an all-round way,strengthening the cadre style and raising the grassroots level.And then,put forward four manifestations to the psychological gap,that is to say,the gap from the low township platform with thedifficult job promotion;the gap between the strength of township work with the "shrinking" welfare;the gap between few of opportunity for job-training with harddevelopment of vocation;and the gap between high-demander from the party and the people with lack of personal capacity.The author summarizes the bad performance and analyzes the causes of these deviations deeply.Finally,this paper puts forward the countermeasures and suggestions to help the civil servants in the townships overcome the psychological gap,that is,to guide the social justice and objectively view the civil servants in the towns and villages;to improve the township governance system and provide the necessary organizational support;to change the functions of the township government,to reduce the unnecessary work of the township civil servants;to improve the township civil servant incentive and training mechanisms;to enhance the quality of the township civil servants,and to enhance self-psychological ability to adapt and so on.
