Performance appraisal is an important part of performance management,is the government departments with scientific standards,methods and procedures for the department of government operation guidance,evaluation and improvement.In recent decades,the Chinese government department gradually introduce the foreign concept of performance management,the performance management as a motivation state civil servants to improve themselves,improve the efficiency of the method and means.As the underlying social grassroots land tax system,we will do our best to help the organization's performance appraisal and performance evaluation of the individual,is to promote the efficiency of the grass-roots government departments have a tremendous impact.Taking nanchang local taxation bureau(hereinafter referred to as the nanchang local taxation bureau)as the research object and the blueprint,on its own in the performance management and appraisal of the actual situation and the deficiencies of an in-depth analysis.As performance management and performance evaluation in our country,the application of government departments,performance evaluation as the main means of performance management has gradually gained popularity,the government and its agencies perform their duties,to complete the task,achieve the goal in the process of comprehensive evaluation on the performance and effect,and according to the evaluation result to improve their work,to reduce costs,improve the efficiency of the management ideas and methods.But in recent years,nanchang local taxation bureau according to own actual,innovative in land tax system was put forward in the implementation of organizational performance and individual performance appraisal in harmony and combination.The inclusion of the assessment of individual performance to the organization performance appraisal,so as to make the department staff pay more attention to lead by example,safeguard the image of their own departments and interests;And the organizational performance into individual performance appraisal,is to let more department personnel to the sense of belonging,to prepare for the department to maintain their own interests.Organizational performance and individual performance appraisal of coordinated development,which is an innovative proposition and management concept and method,is worthy of our government departments actively study and promotion.But so far,the effect is not significant,still need to study and improve.Nanchang was studied in this paper,local taxation bureau in terms of organizational performance and individual performance of collaborative development,according to the theory of performance management at home and abroad,combined with the tax authorities for a long time to carry out the exploration of the construction of the team management,as well as their own reality,analysis the current nanchang local taxation bureau in promoting the coordinated development of organizational performance and individual performance on the question of the deficiencies,and actively research,its not break through the realistic reason,and proposed innovative general countermeasures suitable for the grass-roots tax department.
